Rules of Conduct

Rules of Conduct

While using library facilities, patrons must:

  1. Be engaged in activities associated with the use of a public library while in the building. Patrons not engaged in reading, studying, or using library materials may be required to leave the building.
  2. Be fully clothed. Patrons must have a shirt or other covering on their upper bodies and must wear shoes or other footwear.
  3. Maintain an acceptable standard of personal hygiene. Patrons whose bodily hygiene is offensive so as to constitute a nuisance to other persons may be required to leave the building.
  4. Be responsible for the security of their personal belongings. Library staff will not store items for patrons.
  5. Provide responsible supervision as necessary for any children and/or individuals with special needs under their control.
  6. Place all trash in proper containers.
  7. Turn off cell phones, pagers and other electronic devices or put them on silent when entering the library.
  8. Follow the instructions of library staff and security personnel.

Customers entering the library facilities shall NOT

  1. Attempt to obtain a library card with false identification.
  2. Attempt to use another person’s library card or permit someone else to use their library card.
  3. Be unlawfully under the influence of a controlled substance, ingest, or have in their possession any controlled substance.
  4. Behave in any manner which can reasonably be expected to disturb library patrons or staff, including loud, profane, abusive, obscene, threatening or insulting language or by any other disturbing noise, conduct, or behavior.
  5. Block entrances or access to any part of library buildings.
  6. Bring any animal into the library other than animals assisting blind and disabled patrons.
  7. Bring bicycles or other modes of transportation assistance not required by disabled persons into the library.
  8. Bring food or drink into the library.
  9. Bring sleeping bags, bedrolls, large back packs, and luggage or trash bags into the library buildings or leave them unattended on library grounds.
  10. Carry any flammable liquid, explosive, acid, or other dangerous explosive liquid or substance or that which gives off offensive or excessive odor.
  11. Climb onto the exterior of library buildings.
  12. Deface or destroy library property.
  13. Distribute or post flyers, pamphlets and other literature without the permission of library management.
  14. Engage in unlawful conduct as defined by the ordinances of the City of Kansas City, Kansas, the Kansas Statutes Annotated and other state and federal laws.
  15. Exhibit or carry firearms, knives or weapons of any kind.
  16. Fight, insult, strike or interfere with library staff or patrons.
  17. Gamble on library premises.
  18. Interfere with the use of the Library by other patrons, or interfere with Library employees’ performance of their duties.
  19. Leave minors under the age of 9 unattended by an adult 18 years or older in library for any reason. An exception may be made for underage parents.
  20. Loiter on library premises. Patrons remaining in the library building for no apparent reason will be asked to leave.
  21. Misuse furniture, equipment or materials.
  22. Monopolize library space or equipment
  23. Remove library materials without checking them out on a valid library card or take library materials into the public restroom that have not been checked out.
  24. Sleep in the library.
  25. Solicit, jostle, harass, interfere with or invade the privacy of another patron or staff.
  26. Use bathroom facilities for bathing, shaving or changing clothes
  27. Use library telephones for personal phone calls, with the exception of children calling for rides at closing time.
  28. Use or carry skateboards, skates, heelies, basketballs or other sports equipment into the library.
  29. Use tobacco products of any kind within 200 feet of the library building. Rolling of cigarettes and keeping an unlit cigarette in your mouth is also prohibited.

Persons who are found to be in violation of library regulations shall be ordered to discontinue the prohibited behavior or leave the library building and grounds. Any person who refuses or fails to obey such orders shall be guilty of violating library regulations, and staff will contact local authorities.
